Superintendents / Board of Education

"Board members in 1875 received a salary of fifty dollars a year.  The clerk was paid seventy-five dollars plus ten dollars extra for light and fuel in his office.  The treasurer's salary was set at fifty dollars.  Articles in the Herald complained that it was too hard to get a schoolboard quorum.  One member working in Illinois received his fifty dollars a year.  The man later resigned.  Another was working on the railroad in Missouri and two more were wintering in Arkansas.  The paper suggested that a double board be elected and that the public pay for it."  The Kansas City, Kansas Public School System by Nellie McGuinn, KCKs Public School educator, 1966

Board of Education, 1889:  (by Nellie McGuinn) - "The Board of Education office in the City Hall (Wyandotte or old Kansas City, Kansas) had become too small in 1889.  The board voted to use larger space available in the house at Seventh and Ann recently purchased from Dr. Gray."

By-Laws, Rules and Regulations
Board of Education, District of Kansas City, Kansas
1930

The compulsory school attendance age and regulations were much different years ago than what we find in 2003, as evidenced by an article from the "Kansan Newspaper", 25 July 1918.  (microfilm on file at KCKs Public Library, 625 Minnesota, KCKs)

"RAISE SCHOOL AGE TO 16
County Superintendents Vote Also to Take Office Out of Politics

The pledging of unfailing support to the government of the United States and the adoption of a protest against the use of grains in the manufacture of intoxicating beverages were features of the meeting of the county superintendents at the Kansas agricultural college, at Manhattan closing Saturday.

The attendance was, the largest ever present at the annual superintendents' meeting, 78 of the 105 counties of the state being represented.

The superintendents urged the following actions:

  1. Removal of all state and county superintendents' offices from politics.
  2. Approval of all school plans by a state board.
  3. A system of health insurance.
  4. A larger unit of taxation.
  5. A state teachers' employment agency.
  6. A teachers' retirement fund.
  7. A compulsory course in physical education for the common schools.

W. D. Ross, state superintendent of public instruction, and his co-workers were voted the appreciation of the superintendents, who pledged him their support in plans for making the schools more efficient in war time and in the future."
