List Serve, or "ListServ", is basically a mailing list service. It is a program that handles mailing lists. It takes information from people on the mailing list and distributes it to all of the members of the group.

The effect of a ListServ is similar to a newsgroup. The difference is a ListServ works totally in e-mail. Even if you cannot access newsgroups, you can still get information through your e-mail address.
